According to the IRS rules, individuals with a F-1, J-1, M-1 or Q-1 VISA do not qualify for the "Standard Deduction", however if there were additional expenses incurred you may be eligable for deductions. 

2. IS FORM 8843 MANDITORY?

Yes, it is mandatory even if you had no income. For tax purposes individuals  under a  F-1, J-1, M-1 or Q-1 VISA are required to file this form as this justifies your non-resident status to the government. 

3. WHY DO I HAVE TO FILE MY TAXES IF I EARNED LESS THAN THE $15,750 STANDARD?

The $15,750 "Standard Deduction" limit applies only to U.S. residents & citizens. As a non-resident on a F-1, J-1, M-1 or Q-1 VISA you do not qualify for this standard deduction.

4. WHAT HAPPENS IF I DO NOT FILE MY TAXES?

Failing to file your taxes is considered tax evasion. Since the IRS and Homeland Security share information, having a clean record is essential for any current and future visa or residency applications, this includes travel visas with in the United States of America.
